Minimising Costs - Maximising Returns
On many brownfield sites, past land-use activities have left numerous complex constraints and liabilities that can impact the environment and represent significant cost exposures.
Brownfield Development Services (BDS) provides clear, reliable and defensible advice that delivers informed decision-making for its clients.
BDS is the trading name of Owen Williams, a contaminated land practitioner with over 20 years’ experience as both a regulator and consultant. Now, as an independent advisor, Owen provides a range of technical services that successfully delivers practical solutions to complex environmental liabilities.
Owen is a Specialist in Land Condition (SiLC 1808b), a Suitably Qualified Person (SQP 0097) under the National Quality Mark Scheme, a Qualified Person (QP 436) for the Definition of Waste: Code of Practice, and is chartered with three institutions (Chartered Institution of Water and Environmental Management, The Science Council, and the Society for the Environment).
Owen has particular experience in environmental liability cost forecasting, developing site-specific strategies that unlock a site’s true potential, formulating risk transfer solutions, expert witness work, and human health and ground gas risk assessments of contaminated sites.
Owen is the founding Chair of the Ireland Brownfield Network, regularly chairs Brownfield Briefing conferences and is a lead author on Ireland-specific contaminated land good practice guidance documents.
The skill set required to deliver advice and services across the whole spectrum of environmental liabilities associated with brownfield land is vast and diverse. Through its established and extensive network of associates and highly qualified practitioners, BDS is able to draw together teams of experts required to tackle the most complex of challenges. Whether the liability exposure relates to land contamination, ecology, invasive species, flood, archaeology, built heritage, air quality, or noise, BDS has the contacts and expertise available to deliver all-encompassing services for any brownfield site.
Whatever your service requirements are, please get in touch to discuss how BDS can deliver your solutions.

Very occasionally, when time permits, I publish discussion papers and co-write good practice documents relating to contaminated land and brownfield development. Below is a list of my latest offerings and I always welcome opinions and thoughts on their content.
